Adoptee Rights Center (ARC) is a nonprofit, nonpartisan strategic hub dedicated to reforming the intercountry adoption landscape. For too long, adoption discourse and policy have been shaped by those outside the adoptee experience. ARC changes the message by changing the messengers.
We began as an action-oriented movement, focused on community mobilization. However, as the complexities of intercountry adoption law and systemic disenfranchisement became more apparent, so did the need for a more robust intellectual foundation.
Recognizing that long-term policy change requires more than just a seat at the table, we refocused our efforts toward research and strategic communication.
This shift moves us from reactive advocacy to proactive strategy, allowing us to address the systemic policy failures affecting adoptees throughout their lives.
Today, we operate at the intersection of research and action. Our analysis of existing frameworks for legal permanence, civil protections, and human rights for adoptees provides the evidence-base for policy reform. We employ a multi-medium communications strategy to translate adoptee insights into formal testimony, publications, policy briefs, and strategic media engagement.
